FCS is searching for a Senior Biologist who is highly skilled in environmental regulations including NEPA, CEQA, and ESA, experience with federal and state protected species, and discretionary permitting through ACOE, CDFW and USFWS. The Senior Biologist must be able to lead resource level investigations and prepare technical sections of environmental documents, mentor staff, manage projects and marketing efforts, and operate in an environment of tight schedules and limited budgets. The position will involve periodic travel, typically 1-3 days per trip on a monthly basis. The ideal candidate will possess expertise with western flora and fauna with emphasis on southern California species. Possession of a Scientific Collecting Permit and significant experience with California Gnat Catcher, Least Bell’s Vireo, Blunt Nosed Leopard Lizard and vernal pool invertebrates is highly desired.
The Senior Biologist should be familiar in the preparation of Clean Water Act permit applications (Section 404, Section 401), Endangered Species Act documents (Section 7 and Section 10), 1600 Streambed Alteration Agreements, Biological Resource Assessments and Wetland Delineations (Approved and Preliminary). A Biologist who can blend the two skills sets and help grow our company's Biology and Regulatory Departments would be an ideal addition.
The qualified individual will provide mix of project management, technical direction of staff and some field work. Key tasks include drafting proposals and work plans, leading document preparation in a team environment, and participating in regulatory meetings to support the planning, design, and approval of site improvements for a variety of projects. Other responsibilities include coordination with client staff, project staff, and regulatory personnel.
EDUCATION, KNOWLEDGE AND SKILL REQUIRED
- Minimum Bachelor's in biology or related natural sciences field. (Master’s Degree preferred)
- 5-10 years of wildlife assessment experience
- Technical proficiency in delineating wetlands, conducting avian studies and an understanding of state and federal regulation.
- Familiar with conservation planning documents, particularly in Southern California.
- Demonstrated proficiency in MS Office software applications, especially Word and Excel; as well as Internet usage.
